Ex-AA Trafic - Speed Limiter 'removal'?

Hi folks - Just bought an ex-AA Trafic to go with the Scenic, and have realised it's got a 70mph limiter on it.



Its a '10 plate 2.0 115DCI.



Is it an ECU (software) limiter or a 'hardware' issue, and are either of them 'removable'?
