Renault Laguna 1 2.0 16v - Not starting

I have this problem with my recently accuired Laguna that wont start. In a recent thread on the forum another user helped me troubleshoot the problem and found out that the ecu pin 66 gets insufficient voltage. So my question now is, where do continue? There's no fault in the engine control relay, I tested it by switching with the fuel pump relay.
