faulty fuel gauge.

I have a 2001 Scenic 1.6 16v, when turning on the ignition the fuel gauge needle moves up and carries on all the way round the gauge (ie all the way round to the opposite side as far as it will go), i then have to keep on turning the ignition on and of till the needle resets itself after a lot of turns on the key, this happens when the fuel tank is under half full could this be down to a faulty fuel pump as i believe the sender for the fuel gauge is part of the fuel pump.
