Scenic mk3 heavy cluch 1.5dci

Hi. My cluch petal is very stiff to push. In heavy traffic after a while my foot starts to ache

I had a new cluch fitted but made no difference. But it turned out they never fitted a new slave cylinder

Could this have been the problem or could there be other reasons for this

Is it normal to fit a new slave cylinder with new plates
