turbo not boosting

i have 1.9 dci and sometimes in 3rd or 4th gear it seems that the turbo doesnt want to boost or i will battle to get above 2000rpm. i have to double clutch for the turbo to boost then. what is the cause of this? i have redone the turbo 6 monts ago
