Car turns over but wont start

I cannot locate the TDC sensor, I have read all forum posts regarding the subject but still cannot locate it....my car is a scenic 2004 1.9

Also as you can see in the pic the 4th glow plug is covered in oil, will this be a reason the car dont start?
