Cigarette lighter not working clio mk2

When pushed down it will pop up after a few seconds & is hot. It doesn't work with sat nav or phone charger, these do work in my brothers car. Anyone any idea what it could be? Took it out the car & tried to take it apart although it doesn't seem to come out. Pics below.
