Steering not locked, grand scenic 05, can this be fixed?

My grand scenic has just failed MOT due to steering not locked. Halfords quoted an extortionate price to repair.

Is there anything I can try at home to fix this before its retest? Really don't want to pay halfords for something I could do myself.

Any suggestions? ? Any help is greatly appreciated.
