Lag 2 1.9 DCI not starting

Hi All.
Jumped in car and it failed to start. It turned over at normal cranking speed until timing out. Sounded to me like no fuel. Fault code P0089, expanded to be suction control valve stuck.
Changed fuel filter to be sure fuel got to pump, the type with the integral low pressure pump. Still not starting, same fault code. Changed fuel pump pressure regulator, still not starting, same fault code. Still sounding like no fuel so cracked no4 injector pipe which only dribbled fuel on cranking. Next step was to change the fuel rail pressure sensor. After clearing the fault code the car fired up and runs, however, it still shows a P0089 fault code so we intend to run it for a few days to see if it stays OK. I should have said the live data showed high fuel rail pressure after changing the pump pressure regulator.
