New member with (possibly old) questions

I purchased a used Megane two weeks ago, and joined this forum with the hope of finding tips and getting advice, if needed. However, I've discovered that I am "not permitted to post" in the Megane subforum.

Do I have to wait a certain number of days after joining to get posting privileges?
