Renault Kangoo problem

I have a Kangoo 1500 D.C.I and can't get it to rev past 1500 revs with black smoke coming out of exhaust

I have done the following...I have replaced the EGR Valve and disconected the MAF Sensor with out any change

Can anyone help me as iv exhausted all my ideas for getting this fixed.
