renault scenic 1.5 diesel low power

Hi 1st off thanks for any help,
i just bought my renault scenic 1.5 dynamique 86 bhp
from a used dealer, The car starts Great all sounds good but if i drive uphill the car can't get up to high rev's and find it very hard to get the car upto the speed limit, there is no engine warning light but i have got a Service light with a message check parking brake, there is no smoke whatsoever. thanks again for any help
