espace 1.9 F9Q engine rail pressure?

hi can anyone tell me what the rail pressure should be on tickover i am useing renault clip, 212 bar varies to 380 bar but ticks over really smooth just wont rev? struggles at 2500, (bosch pump) goes up slightly to around 420 ish at 2500rpm, could it be a faulty pump, is there any common faults with the bosch pumps? its a 2003 1.9 renault espace, thanks
