Laguna II fuel pump or ECU?

Made two trips yesterdy, when attempting trip no. three car refused to start. It just turned and turned without any result. Had it towed home and started seeking for faults.

After many hours I had disconnected and removed battery, battery tray, cleaned all relay/fuse connectors I could find including the ECU connectors. I left it to dry up and charge over night.

When re-connecting everything this morning the car started. I was a happy man... briefly.

One hour later I was going for a drive but car refused to start again. Same problem, it was just turning.

I removed the back seat and the seal to the fuel pump system. I could not hear any sound from the pump. I checked connector and measured 12 volts when trying to start and 3.5 volt when idle with ignition on. Also verified that relays was working properly.

I suspect that leaving the battery disconnected over night somehow reset the ECU and either any fault from the pump was "forgotten" until I had it going and fault could be discovered over again, -or- the fault is in the ECU and it is telling the pump not to start?

Could it be either? Is it more likely that the pump failed then the ECU? How can I rule out one over the other?
