Air in fuel line and fuel tank

Hi,

I drive a Clio II diesel 1.5 and have had some problems starting it recently.
It's hard to start the first time of the day (hot or cold) and puffs out some white smoke but is then fine for roughly 9 hours.
No problems whilst driving, as smooth as it was before.
The fuel injector light started two days after having my water pump changed (which could be purely coincidental) and about 20 minutes after filling up with diesel.
We've checked the glow plugs and timing belt. Looking to change the fuel filter this week, but can't find anything online suggesting that this would create air in the fuel tank.

There is a ton of air in the fuel line and we can pump the priming bulb as much as we like and it doesn't disappear. Also noticed a lot of gurgling while removing the fuel cap.

Any suggestions on other things to check would be greatly appreciated before taking it to the garage (or after I've changed the filter if the problem persists).
