Clio whining noise

My daughter's 1.4 Mk. 3 Clio has a whining noise which I have traced to the drive belt and/or the crank pulley rubbing on the plastic timing cover.

The cover seems securely in place and the belt is the correct one and also correctly in place.

Has anyone experienced this, or have any suggestions?

Any help would be appreciated.:confused:
