Centre Console Dash Buzzing noise

Hi just signed up to the forum.



I dont know if its normal on meganes, my car when i start it has a continued buzzing sound coming from the centre console of the dash. It doesnt increase or decrease in sound its consistent.



Is this normal?



Mines a 03 megane 1.5 dci.



Also heaters doesnt work on number 4.
