Clio heater not much puff !!

Hi

I have a new fault with a clio heater, When i bought the car the heater didnt work at all but with help i found the culprit it was the relay !

Now the fan is spinning good and you can hear it blowing but the output of the vents is rubbish not much at all even on full speed, I have removed the pollen filter as i thought it might be blocked but made no difference.

I was talking to someone who had worked on the car before and they said they had swapped the fans out but never cured it !
