renault clio 1.4 x reg immobiliser receiver voltage ??

hi there first of i have a renault clio 1.4 on a x plate the red immobiliser light is flashing fast when key is turned on and car wont start fist thing, i was wondering is the meant to be a immobiliser chip in the key ?? as i dont have one, and does anyone know what the voltage going to the immobiliser ring around the ignition barrel meant to be?



one other thing i just went and got a second hand ecu and key out of a running car at the scrap yard and the key that i got with it had a immobiliser chip in it would it be just as simple to change the ecu's over and put the chip into my key?
