Clio II 2002 1.4 Engine Died Suddenly

Hi there,



I was driving along, going up a gentle hill around 30mph earlier today when there was a sudden, total loss of engine power. I managed to coast to the roadside. All attempts to restart failed. All electrics seemed ok. Starter motor turning over but engine not firing up. Nearly full tank of petrol. Very wet conditions.



Called RAC, engineer diagnosed a timing belt failure. He said he took off the oil filler cap and couldn't see any rotation of the cams when turning over the starter. Is his diagnosis likely to be correct? If it is, I assume the engine is finished. The car is 12 years old with 66000 on the clock but the timing belt hasn't been changed.



I also noticed the rear demister wouldn't work. Does the engine have to running for this to operate or could there be some major fuse failure somewhere like with the big fuses to the right side of the battery?
